Carter project…opinions? and an RFP committee article I missed

Also found an article from December with announcement of an RFP committee to pursue design/build option for Carter.

Knoxville, Tenn. — Knox County Mayor Tim Burchett and Superintendent of the Knox County Schools Dr. Jim McIntyre announced the members of the Carter Elementary School RFP committee Tuesday.
The RFP committee, organized to develop a request for proposal for the potential design-build concept for a new Carter Elementary School, includes senior staff from the Knox County Schools, as well as private sector experts.
“This is a new and exciting way of doing things in Knox County, from the concept itself to the process to develop the RFP,” Mayor Burchett said. “I appreciate the School Board for allowing us to look into the different options that may be available to us.”
Staff from the Knox County School System will play an important role in developing the design-build RFP, and nearly half of the entire RFP committee is made up of representatives from the Schools.
“Our staff brings a special expertise and familiarity with the facility requirements for schools,” said McIntyre. “We look forward to working with the committee and the Knox County Purchasing Department in the coming weeks to develop an RFP that will incorporate the Board of Education program standards for school construction.”
In addition to the Knox County Schools personnel and Knox County Purchasing staff, the RFP development committee includes Pilot Travel Centers Chief Financial Officer Mitch Steenrod and attorney Mark Mamantov, an expert in public project funding and a member Bass, Berry & Sims PLC. Oak Ridge National Laboratory Deputy Director of Operations Jeff Smith, who organized a construction project at ORNL similar to the Carter proposal, will also provide support to the development committee.
“This committee will help us maximize the use of our RFP so we don’t limit the creativity of the private sector, whether we’re talking about building options or funding mechanisms,” Mayor Burchett said.
Steenrod, Knox County Schools Facilities Supervisor Doug Dillingham and Knox County Director of Purchasing Hugh Holt will co-chair the RFP development committee. Once the committee develops the RFP, the bid process will begin “I appreciate each member’s willingness to serve on the committee, and I look forward to seeing what our options are as we search for a way to hopefully build a new, high-service elementary school for the Carter Community,” Mayor Burchett said.
